Abstract : Waqf is one of the methods of social solidarity within the Islamic environment. In its reality; is a voluntary gift (sadaqa) based on Qur’an, Sunnah and Ijma’ (consensus). This study tries to test the hypothesis "the activation and protection of Waqf system represent a necessity for achieving the current and future social solidarity and the economic progress of the Islamic countries especially under the unsuitable modern global environment". Historically the Waqf had played a vital role in achieving the society’s objectives and participated in the formation of the Islamic nation progress in the fields of education, health, libraries, infrastructures, etc. The Waqf is facing obstacles in the form of reduction of management efficiency, in addition to the interference of unqualified people in its activities. To activate the modern Waqf, it needs two different types of national policies. At the national level; we need to promote the awareness about Waqf, to increase the media role in explaining the duties of Waqf in achieving the social solidarity and the progress of its economic and social advancement, to modify the Waqf laws in order to restore Waqf properties, and to grant different incentives in order to encourage people to donate and contribute to the Waqf system. On the international level, Islamic countries need to establish specialized Waqf institutions to support poor countries as well as promoting education and scientific research. The establishment of the International Agency for Waqf is an important step in this direction.
