Abstract : This study, both theoretical and field in order to diagnose the dominat organizational culture of the employees of Educational Department at Makkah, and understanding how they impact on performance, and know the desire organizational culture for the employees of Educational department in Makkah and what the advantages of that culture and the impact of the expected performance of the employed in the study sample. Information has been collected through the distribution of diagnosis to identify the organizational culture by (Harrison&Stokes ) at the 194 employee department of Education in Makkah, which was analyzed using the statistical procedure processor frequencies and account totals and percentages, and the calculation of averages, standard deviation, and the use of the composite graphic representation of information. The study found the following results: that the dominat culture in the educational department at Makkah is the culture of power, and the desired culture is a culture of achievement. In the light of these findings the researcher made some recommendations and proposals involving raising awareness of educational department at Makkah the importance of administrative leadership to the organizational culture as a positive input key to success and leadership and attention to organizational culture in the Department of Education to promote the positive effects on performance and behavior. Researcher also proposed the development of diagnostic tools and measurement of organizational culture and holding more sessions for all employees in the educational department in the field of organizational culture.
