A DECISION SUPPORT MODEL FOR PRIORITIZATION OF 5-STARS OHSMS ELEMENTS USING INTEGRATED AHP-TOPSIS APPROACH IN SAUDI ELECTRICITY COMPANY

Abstract : Occupation Health and Safety (OHS) management has become an integral aspect of any business to ensure the safety of people, machinery, equipment, and buildings. In 2015, the Saudi Electricity Company (SEC) decided to implement the Five Star Occupational Health and Safety Management System (5-Star OHSMS) across all its facilities in Saudi Arabia with the aim of prevention of or minimizing occupational accidents and, hence, the resulting human and financial loss. However, the 5-Star OHSMS requires management of 73 elements that should be evaluated and scored based on the 5-Star OHSMS evaluation procedure, which requires a significant amount of resources. The objective of this study is to determine which of the 73 elements have the greatest impact on the company's evaluation and could be the most prominent cause of accidents. Based on predetermined criteria, a prioritization model was developed utilizing an integrated Delphi, AHP, and TOPSIS methodology. Using the Delphi approach, a panel of experts determined 8 prioritization criteria for the 5-Star OHSMS seventy-three elements as well as their pairwise comparisons. In a next step, the AHP technique was used to calculate the weights of the criteria. Finally, TOPSIS was used to produce the final ranking of the elements to decide the most important elements based on the expert judgement. The final ranking results were compared to the real 5-star evaluations from the previous five years and to the underlying causes of the major accidents during the same period. Using regression analysis for the comparison between the overall score and the elements’ score during a five-year period, there was a good agreement between the prioritization model and the score comparisons, based on the correlation coefficient. However, using the regression results for the comparison between the elements ranking and the potential of being accident root cause, there was insignificant relationship. Reviewing the pairwise comparisons and scoring of the elements via each criterion resulted in better match between the final rank of elements and their potential of being accident root causes. Therefore, the presented model could provide better inputs for decision making regarding OHS management priorities and, hence, better OHS performance.
