Abstract : The study aims to design hypermedia program that seeks to teach basic knowledge and skills in fashion design for people with hearing-impaired people. Hence, measure its effectiveness in developing theoretical concepts and the skillful performance of students, and knowing their estimation towards learning fashion design via hypermedia. Where the study contributes to shed light on the category of hearing-impaired people and their ability and potential skills that must be exploited by providing appropriate educational conditions. Keeping abreast of technological developments in the teaching methods used in their education, by employing hypermedia. In addition, opening the way for them to rely on themselves and meet their living requirements. This research follows the experimental approach, as it targeted the study of the effectiveness of the proposed educational hypermedia program on a study sample, which included second-grade students from Jeddah First Key words: Program - Hypermedia - Fashion Design - People with Hearing Impairment
