Abstract : Undoubtedly, the administrative and financial corruption crimes are among of the most serious crimes that adversely affect countries and prevent their development. Therefore, the legislation authorities in the Kingdom of Saudi Arabia realized the importance of achieving the public interest and maintaining the proper functioning of public services, and issued several laws aiming at combatting these crimes. By studying the trial procedures for administrative and financial corruption crimes in Saudi Arabia and comparing them to other laws, we found aspects of strength and weakness. Our objective is to improve the procedures system and some laws associated with the administrative and financial corruption crimes in order to cope with the consistent development in the judicial system and to keep up with the legal Kingdom’s system for the sake of the future vision of the Kingdom. We have studied the historical development of the administrative and financial corruption crimes and their extent in an introductory paper, then in the first chapter we introduced the concept of administrative and financial corruption crimes. In the second chapter, we presented the trial procedures in the administrative and financial corruption crimes in the statuary laws and the Saudi regulations. Finally, in the third chapter, we studied the methods of combatting the administrative and financial corruption crimes in the statuary laws and the Saudi regulations. In order to complete this study we sought the assistance of the Islamic law, charters, constitutions and laws, using inductive and comparative approaches, and we reached several results, the most important of which are: • The problem of administrative and financial corruption and its spread is not limited to developing countries, but is also widespread in the developed world. • Most criminal or penal courts are similar in their various legislations and have adopted the principle of dual judiciary. • The prosecution procedures for the administrative and financial corruption crimes for the average employee are the same general procedures provided for in the Criminal Procedure Law and the rules of Shari'a Procedure Law. • The media has an important role in combatting corruption, namely the fourth authority, as it often reveals cases of corruption. We have come up with a number of recommendations, most notably: • We recommend the Saudi organizer with the necessity to categorize crimes that affect the public service same as other legislations. • The Saudi ministers trial system is flawed and needs to have some of its articles rearranged related to the trial procedures progress rearranged.
