Abstract : Consumer protection according to Customs Law of GCC & the Agreement of Origin Rules of Uruguay Round: Applied Study in Saudi Arabia. Prepared by the student/ Wed Omar Barayyan Supervised by Dr. Nayef Sultan Al-Shareef Abstract This study deals with the detailing of the consumer concept and the statement of the regular basis for its protection, while focusing on the efforts of the General Authority for Customs for providing protection for the subject of the study in cooperation with the relevant authorities based on the Unified Customs System, and the Saudi regulations complementary to the systems. The study aims at shedding the light on the criteria of origin indication according to the Unified Customs System and the Origin Indication Agreement. We noticed that the Unified Customs System doesn’t contain any specific criteria related to the indication of origin and referred these rules to the prevailing regional and international conventions in this respect. This makes it difficult for the officials in the customs sector to realize the nationality of the products that undergo more than one manufacturing process as well as the participation of more than one country in their manufacturing allowing the manufacturers to use this legal gap. Under the Arab Convention, the Kingdom of Saudi Arabia grants the product the national origin status in case of manufacturing the product totally in one of the member states or in case the product has an added value of not less than 40% of the total value. We have reviewed samples of the decisions of the appellate customs committees related to the indication of origin and the results of the study revealed that referral of those standards by the regulator within the Unified Customs System to the regional and international conventions leads to the erosion of transparency affecting the applications and procedures that enable customs departments. The study recommends the need to fill the legal gaps in the system subject of the study
