The study of electronic censorship in the administrative contracts in Kingdom of Saudi Arabia have an increasing importance with the growing of administrative reform and desire of the state to eliminate of all kinds of the corruption, especially, in regard with of the administrative contracts, the technical development that witnesses by the world, the Kingdom follows this technological development to benefit , The Kingdom looking forward to tothe expectations and hopes and able to meet the challenges and difficulties, and the study has raised a number of questions about the relationship of electronic censorship with the administrative corruption in administrative contracts, and the Kingdom's readiness to adopt electronic censorship ? In order to answer these questions and to achieve their basic objectives, The study was divided into three chapters, in the first chapter, we study the concept of electronic censorship and its role in reducing administrative corruption in administrative contracts, in second chapter, we study a comparison the cases of electronic censorship in the administrative contracts and the positioning systems in the Kingdom of Saudi Arabia, in the third chapter, we study Analysis the features of applied the electronic censorship on the administrative contracts in the Kingdom of Saudi Arabia, the most important of these analyzes are human resources, E- project financing and the political vision that support it, and the obstacles of electronic censorship in Kingdom of Saudi Arabia, the most important of these obstacles are information security and the legal environment of the electronic system, and the administrative corruption that delays the application of electronic censorship, The study has shown the role played by the electronic censorship in reducing corruption in the administrative contracts and the proposed solutions for the effective application of the electronic censorship in Kingdom of Saudi Arabia, and the study recommended the Saudi regulator to issue the regulations that are suitable for the electronic transformation, such as the Competitions System Project and the government procurement, and modernization the control systems that inconsistent with the electronic control procedures to act out, I t also recommended to invite the concerned authorities to apply the system of government competition and procurement to encourage all the regulatory bodies to adopt the electronic control, according to a specific time plan, to modernize the electronic transformation of government agencies and electronic transactions, In order to achieve the objectives of the Kingdom's vision 2030, in addition to establish an accurate and appropriate the employment requirements and appointment to sensitive electronic control functions. |
