Abstract : The City of Surakarta is a major touristic attraction in Indonesia, the driver of which is tourism. A vision for the city has been formulated to develop Surakarta as a touristic city with strong cultural roots, economic independence, and clean environment. City Plan and tourism strategy seek to realize this vision. Continuous evaluation and monitoring is required to ensure that development is in line with city goals. Therefore, the purpose of this thesis is to formulate a strategy-based model to evaluate current performance and predict future conditions of sustainable touristic cities and rethink sustainability in the City of Surakarta. Two static and dynamic models were formulated and tested on 17 global touristic cities and then applied to Surakarta. The static model shows that four cities are sustainable: Marrakech, San Francisco, Barcelona, and Mexico City from the selected 17 cities. Moreover, five cities were chosen to simulate the application of the dynamic model to promote unsustainable touristic cities to sustainable cities: London, New York, Barcelona, Istanbul, and Dubai. Designed generic and flexible, the proposed models show how to guide the transformation of touristic cities under four strategies: (1) passive intervention, (2) problem solving, (3) trend modifying and (4) opportunity seeking. Further, a sustainable touristic city metric was developed to visualize sustainable touristic city sectors and indicators. This process was followed by the transformation of mathematical to graphical result within sustainable touristic city metric to deliver generic presentation of STC Model result for decision-making. On examination, Surakarta has proved unsustainable. The city of Surakarta could become a sustainable touristic city with the adoption of opportunity seeking strategy under high economy scenario. By augmenting the proposed model with SWOT analysis, this study concludes with policy implications for each indicator to realign Surakarta’s city plan.
