Abstract : The study aimed to estimating the demand function for foreign tourism in Saudi Arabia and heading to Dubai . And to achieve this goal the researcher followed the descriptive methodology to describe the economic phenomenon then econometrics methodology by constructed a standard model consisting of : the number of Tourists Departing from Saudi Airports to Dubai as a dependent variable and independent variables : Dubai consumer price index , average Saudi Airlines ticket prices , Dubai crime rate , UAE dirham exchange rate against Saudi riyals, Average per capita Saudi income . The results of the analysis of the validity of all hypotheses, except for the hypothesis of the average per capita income of the Saudi individual, were found to be contrary to the hypotheses of the study; the most important variable affecting demand was the exchange rate of the UAE dirham against the Saudi riyal. The study of several recommendations , the most important of which is the need to pay attention to the development of local tourism to reduce the phenomenon of growing spending on foreign tourism, in addition to that the average ticket prices may increase its impact in the future in light of competition between airlines and the diversity of tourist offers .
