Abstract : The importance of this study stems from its vital topic, innovation, because organizations that are not creative, will be aged and vanished. The aim of this study is to explore the concept of innovation, its forms, characteristics and obstacles, and to study the weakness of innovation in the police departments in the city of Jeddah. The population of the study is composed of all the police officers of the police departments in Jeddah (N=127). The researcher used the questionnaire as a tool by which to conduct the study. The questionnaires were distributed to all the members of the population. The researcher used the Statistical Package for Social Sciences (SPSS), and the correlation coefficient in order to determine the relationships between the independent variables and the dependent variable, and thereby test the validity of the research hypotheses. The researcher used the descriptive methodology which describes the phenomenon that is to be investigated quantitatively and qualitatively, as the researcher believes that such a methodology suits the nature of the study. The researcher reached several findings, foremost among which is the fact that most of the members of the study population are holders of bachelor degrees and occupy the rank of captain. The study also found that centralization, poor incentives, the nature of leadership, poor financial support, job fatigue, and concentration on work issues are among the reasons behind poor innovation in the police departments in the city of Jeddah with a significance level of 0.01. The researcher made several recommendations the most important of which are: in order to turn the police departments in Jeddah into innovative organizations, powers should be delegated, an integrated incentives system should be developed, and innovative officers should be distinguished especially those who present good ideas. The development department should also play an effective role in reconsidering the organizational charts and the current procedures, as well as concentrate on training and specialization, and reconsider the work load shouldered by the officers in the police departments.
