Abstract : This research attempts to check the major technical and technological, organizational and management, legal and security, human and financial challenges that confront the application of electronic transactions in government agencies of the Saudi Arabian Ministry of Foreign Affairs and its embassies abroad. Aiming to explore the reality of government electronic transactions in this Ministry it checks: staff realization of the concept and the role of government electronic transactions and the reality of electronic disposition with respect to infrastructure, security systems, protection and others. It further wishes to formulate a proposed perception for building a suitable strategy that guarantees overcoming the major contemporary challenges that confront the application of government electronic transactions. To this end, the researcher has composed a major question as follows: “What are the major contemporary challenges confronting the application of electronic transactions in government agencies of the Saudi Arabian Ministry of Foreign Affairs and its embassies abroad and the most prominent mechanisms that can possibly curtail those challenges?”. It is based on this question that other minor queries were posed representing the set of challenges that can likely affect the application of electronic transactions in government agencies of the Saudi Arabian Ministry of Foreign Affairs and its embassies abroad. Answering these queries in a nut shell proffers solution to the major question. Nonetheless, in view of the nature of the study and the goals it seeks to actualize, the researcher adopted the descriptive analytic methodology via the Social Survey Entrance. Questionnaire was also used to gather information from a sample of about (420) individuals including male and female staff of thee Saudi Arabian Ministry of Foreign Affairs and offices of its embassies abroad but the total number of feedbacks finally gathered was (386). She also used many statistical techniques for data analysis and overall analysis of the dependent and independent variables. The research came up with a set of findings, the most prominent of which are as follows: With respect to challenges which are the independent variable, the researcher discovered that the rate of concurrence with it was quite high with an Arithmetic Mean of 3.77 and Variation Coefficient of 3.62 which is about 96.23% of the overall rate of concurrence. On the other hand, the rate of concurrence with the independent variable that expresses the reality of electronic transactions in the Saudi Arabian Ministry of Foreign Affairs came with an Arithmetic Mean of 4.29 and Variation Coefficient of 4.56 which is about 95.46% of the overall rate of concurrence. In light of these findings a set of vital recommendations has been made to include: The necessity of supporting the procedural and technical infrastructure by enhancing communication channels and updating databases and networks in every department and management within the Ministry or its subsidiary embassies. The necessity of investing the current technology to develop management and organizational techniques and to open communication channels right from the supreme ministerial head to the base and verse versa. The researcher also suggested orientation of the management of change, adoption of modern and productive ideas and techniques and to get rid of classical methods. Moreover, to update the regulations and legislation concerning the application of government electronic transactions and to allow all male and female staff partake in professional training courses to make them realize how to utilize government electronic transactions system. Finally, there is need to construct bridges of communication and unreservedness, fetch experts from abroad and exchange and utilize field experiences particularly in the field of electronic transactions.
