Abstract : Study Objectives: To determine the influence of the culture of voluntary work on the performance of public organizations. Approach to the study: The researcher used the descriptive analytical method to describe the phenomenon to be studied. The study sample and procedures: The research community of all employees in the Civil Defense Department in Jeddah of the officers and members, volunteers and their number was (271) staff and volunteers have been distributed questionnaires were retrieved (97) to identify incomplete data, the researcher has analyzed the data by using the reliability coefficient (Cronbach's alpha) for the measurement resolution and frequencies and percentages and standard deviations and the mean and variance analysis ANOVA test and linear regression analysis. The most important results of the study: 1) The result indicated that half of the research (49.5%) ranging in age from 25 years to less than 30 years, and the majority of the sample (87.6%) of obtaining the degree, and with work experience ranging from 5 years to less than 10 years with a percentage (36.1%) of the total members of the research sample. 2) The study showed that the majority of the research sample did not engage in voluntary work increased (83.5%) more than three-quarters of the sample individuals. 3) Most of the volunteer work practiced by the sample were: participation in charitable organizations, and participation in the work of the Civil Defense (Emergency), participating in neighborhood centers, overseeing the concerts, seminars and lectures. 4) The trends of the study sample were positive about voluntary work. 5) The result indicated that (59.79%) of the sample believes that the success of volunteer work is related to the full-time for him. 6) The approved portion of the sample on the existence of the effects of moral and material negative impact on volunteer rates (34.02%) and (28.87%), respectively. 7) The result indicated that the primary motivation to move toward volunteer work from the viewpoint of the sample: the role of parents in the carrot and the promotion of volunteerism and the importance of voluntary work to satisfy the psychological needs by getting rid of routine official business, fill free time, gain companionship, gain experience. 8) The most important barriers to voluntary work in civil defense: the scarcity of training programs for volunteers before assigning them tasks (79.38%), weakness of material resources (78.35%), the exploitation of the volunteer in a lot of work (78.35%), blurred roles Palmtop (55.67%) indicating the actual need to search for solutions to challenge them and help the development of voluntary work in civil defense. The most important recommendations: 1. Urged the General Directorate of Civil Defense in support of its members volunteer work and establishment of a Directorate of communication with all volunteers. 2. The need for periodic review of systems, regulations and procedures that govern and regulate volunteer work in the field of civil defense to keep pace with developments and changes taking place in society and to meet the needs of actual for all segments in need and a way that makes these services more efficient in the stability and cohesion of society and its development. 3. Action guide for the services provided by the General Directorate of Civil Defense in the field of volunteer work to raise awareness and publicize volunteer services, procedures and how to use them.
