Abstract |

The research problem concentrates on exploring the extent the current of capacities of governmental agencies (Civil Defense, the Red Crescent, and Ministry of Health) for effective crisis management . The descriptive methodology was adopted in this study, and the research instrument administered was the questionnaire where (139) were collected out of (160) distributed (86.8%).
The study has reached several results of the most important of which there is capacity for effective management of crisis in civil defense and Red Crescent and the Ministry of Health in Makkah with the need to build an organizational culture supportive of the management of the crisis and also to overcome the difficulties faced by workers in those government agencies in the management of the crisis, and most of those difficulties, the lack of experts to identify risks as well as the lack of material incentives and moral and psychological rehabilitation appropriate for workers in the face of crisis, and with regard to the coordination study showed the need to develop the coordination mechanism in place to manage the crisis between government agencies and increase their effectiveness.
In conclusion the study recommends the necessity for setting a practical plan that is effectively applicable in the context to the expected risks, benefiting from the professional expertise in the area of crisis management, establishing a portfolio for crisis to benefit from experiences on effective scientific bases, adopting the policy of lead management to crisis, spreading the culture of planning to assist in crisis management, the importance of establishing a supreme authority on the national level, the establishment of crisis management centers for crisis and crises in the authorities that participated in this study, utilizing the matrix technique in crisis management and the clarity of the authority and responsibility lines. assuring the vital importance of information and communication systems to deal effectively with crisis and providing valid and sufficient information, designing an efficient internal and external communication. |
