Abstract : The study problem is determined in studying the reality of total quality management in women's governmental service offices and departments in Jeddah, in terms of knowledge, practice and the difficulties. The study aims to identify the level of knowledge of TQM in governmental women's offices and departments and to identify the potential application to find out the difficulties to do that, to make recommendations that would help on the application of TQM. To achieve the objectives of the study, descriptive analytical method was used, a questionnaire was structured and after making sure of its validity and reliability, it has been distributed to the population of the study, were collected 147 individual, response rate was 30%, we analyzed 142 individual using descriptive and analytical statistical methods appropriate to achieve the objectives of the study and the results showed that governmental women's offices and departments have knowledge of TQM in an intermediate level and also the study proved that there is application of the principles of total quality in different degrees for each principle and the best principles in the application is to focus on the client and less principles in the application is a oriented leadership, and the study proved that there are medium level difficulties in the application and the study identified the most important obstacles to TQM implementation which was the lack of the ideal model for the application method of total quality, and lack of trained personnel in the field of quality improvement, weak financial and moral incentives, that female employees with experience more than five years actually know less than those with modest experience. In the recent female offices and departments found that the employees knowledge is more, more quality application and less difficulties of the TQM application. The important recommendations are the importance of establishing female office of Saudi Quality Council entrusted with the responsibility of spreading the culture of quality and provides support and guidance to women's organizations, the cooperation efforts of scientists, researchers and quality experts to provide model that serve the existing organizations, call upon the Ministry of Civil Service to create systems that encourage early retirement and the preparation of a system of incentives to meet the needs of government departments and their staff.
