Abstract : This study aims at getting benefit from employees' ideas and making them active members in the change processes, and to encourage the participation of workers affected by the change to be prepared to it. In addition to know the limits of active participation in the various institutions, besides knowing their weaknesses and strengths. Encouraging the creative side of employees as a result of the ideas and the new methods that they may add to implement the change. Moreover, to ensure loyalty and promoting the feeling of belonging to the organization, through the freedom of the workers to participate with constructive views and proposals. A questionnaire was designed to identify the views of the members of the study sample. The study sample is contained of 500 employees from the public institutions in Jeddah Province. The descriptive analytical method is used to discuss the responses of the sample members about the study questions, a number of results have been extracted including the following; there are a various levels of workers participation ranging from intermediate to advanced, and this is considered a positive sign, also there are some factors that encourage the workers to participate in decision making, some of these factors concerning the subordinates, some concerning the resolution itself, and the others concerning the bosses. It has been noted that the employees of such organizations agree that there are potential positive effects resulting from their participation in decision-making process. But they stand in a neutral position regarding the potentiality of the occurrence of negative effects from their participation in decision-making process. The study provides a number of recommendations, including the holding of special courses for workers and managers in order to provide them with knowledge about the decision-making process, beside reviewing the regulations and systems that obstruct the workers participation, and weakening its effectiveness. The study has also called for the promotion of the principle of dialogue and discussion to strength the trust. Furthermore the organizations should believe in the necessity of the inevitability of change in order to prepare themselves to practice it through appropriate scientific methods.
