It has become the introduction of comprehensive quality control in non-governmental organizations is important, in light of the changes and rapid developments in various fields of life, at the time of openness in all its forms.
The focus problem of the study to inform the beneficiaries of the services of a distinct security patrols. And to the prevailing view toward bureaucratic regulations adopted by the Arab states - including: Saudi Arabia -; particularly in the security apparatus, which is characterized by highly centralized; as a result of the nature of its functions and its different. Due to the lack of clear performance standards for various aspects of the work, which is characterized by the availability of two parallel lines are vital;: the administrative work, field work, which requires a coherent and harmonious and mechanism of action is clear; for the coherence between them, ensure the provision of high quality service.
And highlights the importance of the study in its uniqueness; as there is no any similar study of the quality of the overall security management vital (security patrols); therefore study aimed to determine the effectiveness of total quality management in those departments vital; to achieve a range of benefits, and a number of objectives; including :
1 - can be used and activation of the system of comprehensive quality systems in light of the bureaucracy.
2 - optimal use of the possibilities available, before proceeding to claim other additives.
3 - the optimal distribution of the security patrols on all births, according to the aspirations of the beneficiaries of the services.
4 - Evaluation of the security services provided by the security patrols in the Holy Capital, according to scientific principles.
The methodology of the study was based on two axes: the first: Theoretical study. , II: empirical study; to do a field study of the results of analytical applications of the concepts of quality, and changes that have occurred in administrative work, and field.
The study found many results; Mrs. Mubarak:
- The possibility of application of models of total quality management in the public sector, and the significant impact it was having in the development of quality performance.
- And the existence of some obstacles that might hinder the applications of TQM.
- The possibility of processing quality of the errors on the basis of scientific objectivity.
- Lack of awareness among many people about the concept of TQM, and others.
It is the study's recommendations:
- The importance of disseminating a culture of quality in the public sector.
- The need to create collages or institutes interested Paljodpp.
- Creation of departments and sections in the government departments of TQM.
- Convinced of the utmost importance to senior management quality. |
