Abstract : This study, in dealing with Management as science and art, aims at concentrating on the moral aspects of the organization workers characterized by loyalty to their job, as well as identifying the effect of Organizational Culture in achieving the organization’s objectives. The study reviewed previous relevant studies that deal directly or indirectly with the subject of the study, as well as making comparison to identify similarities and differences with these studies. For collecting data, the researcher used questionnaires to a specimen of the community of the study represented by the officers and soldiers of the Jeddah Province Police. Following analysis and scrutiny a number of findings are reached. The most important of which is that, there tremendous impact of the Organizational Culture on the employees conduct including their job loyalty, also there is need to enhance the concept of Organizational Culture among the employee in all levels in order to achieve the goals. Lastly the researcher made some recommendations for achieving this vital demand in contemporary organizations such as the need for a specific mechanism acceptable to all to establish the concept of Organizational Culture of employees through training courses, symposiums and workshops in order to achieve loyalty, up dating laws and legislations of the organization for best achieving its organizational goals and development of the infrastructure and skilled manpower which will effectively enhance the Organizational Culture.
