Abstract : Health services are the most important elements of human development, so countries are trying to pay attention to the development of health services to be available to the citizen in all normal and emergency conditions the best quality and lowest cost. The evolution experienced by the Kingdom of Saudi Arabia in all fields including the health field who has great interest to make the Kingdom advanced in this area thanks to the direct government funding, where the state spends nearly 11% of the annual general budget to health services. The number of hospitals, 379 hospitals in 2006, with 53,192 beds by 2.3 beds per 1000 people, and due to the growing cost of health services in all countries of the world, including Saudi Arabia must be mechanisms to ensure quality and continuity of health services to residents and at appropriate prices.
