Abstract : The libraries at colleges and universities - historically - is competent to obtain and manage information and management sources, however, with the onset of electronic computers and the Internet and other information technology, library stopped being a competent source or the only information the college or university. With this appearance of electronic calculators, all the things associated with more complex information. It may be reason for this return to our failure to reach a true understanding of the nature and requirements of technological change. Change technological not just add technology but change myself and self-introduction of computers in colleges and universities do not lead to the creation of an environment information consists entirely of library resources and possibilities of computer, and service organization, but it may be more than that, we create an environment different information and variable mainly.
