Abstract : In its 9th Economic Development Plan, The Ministry of Economy and Planning in Saudi Arabia stated the importance of knowledge in the economy to assure a sustainable growth and increase its competitiveness, the plan advises the government to shift the economy toward Knowledge based Economy through focusing on the appropriate policies, innovation system, Info Technology, Education and Skilling, Entrepreneur system. The Saudi Vision 2030 objectives emphasizing on the same direction for diversifying the Saudi Economy towards less dependency on Oil. Therefore, the aim of the study is to identify and analyze the challenges that affecting the transition towards a knowledge economy in Saudi Arabia. Also, this study aims to conclude the appropriate recommendations to increase the effectiveness of Knowledge Economy in Saudi Arabia. The study population includes a sample of expertise in one of the areas relevant to the knowledge economy, namely economics, industry, business, entrepreneurship, knowledge, education, manpower, regulations and legislation, trade law, communications and information, research and innovation. The study used the survey approach to gather the feedback on three main axes: (1) the link of the knowledge economy to knowledge management, (2) the link of the knowledge economy to traditional economies, and (3) the adequacy and effectiveness of the four pillars of the knowledge economy. More than 600 expertise’s shared their opinions through the study questionnaire. The descriptive approach was used to analyze the results, which can be summarized in the agreement of the majority of the sample on the importance for shifting towards a knowledge economy and the importance of knowledge in today's economy. The results also confirmed the need for the knowledge economy to be linked to knowledge management processes at an average of 4.36 out of 5, reflecting strong agreement. The results also confirmed an agreement on the effect of the knowledge economy on the traditional economies at an average of 4.07 of 5. While the results of the four pillars of the knowledge economy were as follows: (1) the effectiveness of legislation and regulations at an average of 3.42 of 5, (2) the effectiveness of education and skilling at an average of 3.65 out of 5, (3) the effectiveness of the communications and information technology infrastructure at an average of 3.45 of 5, and (4) the effectiveness of the research and innovation system at an average of 3.65 of 5, and although the results of all the pillars' sub- axes reflect the degree of agreement on the 5 point Likert scale, the results of the sub-questions indicated that some aspects required improvement and development. The study suggested various recommendations, including building a sustainable framework that supports the strengthening and development of the pillars of the knowledge economy and their alignment with each other and promotes integration with knowledge management processes on the one hand and traditional economies on the other.
