Abstract : This dissertation aims to shed the light on the origin of Andalucían seamen groups and find out whether they were mujahidin or pirates, in addition to their political, military and cultural activities. The geographical nature of Andalucía made its inhabitants experienced in maritime working; and thus helped in forming groups of skilled crews that their centers concentrated in the east of Andalucía. Some of them were different individuals and others were descendants of sea families; also they included common people and some were close to the authority at that time. Most of the members of those groups were of "Muwalladen" and probably they included some Christians. The most important characteristic of those Andalucian seamen was their tendency to be independent, as they used to work on their own at the beginning.Their centers were semi-autonomous regions; however, their independence weakened when the Ruler’s power increased or they faced some annoyance from him. So that some of them were compelled to migrate and establish new centers; most prominent of which was their center in Igritish where they established an emirate which lasted for one hundred and twenty five years. Also they formed Fraxinet center in the south of France of which its influence extended to the heart of Europe. The role of the Andalucían seamen rose in favor of the Andalucía state since the establishment of the first organized fleet, by confronting external dangers that threatened it. The controversy of considering the andalucian seamen as mujahidin or pirates is complicated because of the scarcity of their history in Arabic sources against foreign books which describe them all as pirates. However, the discussion of this controversy in the light of the controls of Jihad reveals that many of them were more mujahidin on condition that they had the intention of raising the word of Allah. There are evidences that exclude them from being described as pirates or robbers most significant of which are: their endeavor to develop their lands by different cultural activities and being the destination of high educated men. By the advent of the fifth Hijri century /the eleventh Gregorian century, the scale of sea power tilted for Christian powers and the andalucian seamen took a defense role while Christians took the initiative of assault by crusades in the east and west of the Mediterranean started by Maiolus. This study adopted the historical methodology based on collecting the scientific material from its initial sources and available references; and then analyzed them for the purpose of reaching to conclusions based on neutrality and subjectivity which realized its scientific objective.
