Abstract : The administrative organization is perhaps as old as the existence of man on earth. Islam has its own set of administrative principles which emphasize freedom, justice and equity for all, and universally apply to men and women, leaders and lead, rulers and ruled. Islamic administrative organization has distinct features and this paper discusses sources on which rules and regulations for an Islamic society are based. These sources are as follows: (1) Fixed Main Sources Qur'an Sunnah (Traditions of the Prophet) (2) Fixed Secondary Sources Consensus Syllogism (3) Secondary and Changing Secondary Sources Custom Preference Non-specified Benefits Prevention of Legal Acts Causing Misconduct Deduction by Presumption Opinions of the Prophet's Companion AI-Madinah Norms The paper also presents an Islamic Organizational Document which was set out by Caliph Omar as a decree (law) in the form of a letter to Abu Musa Al-Ashari. The document amply demonstrates the originality of organization in Islam and its sound and logical application.
