Abstract : Efficiency is a concept which occupies a significant part in administrative thinking and practice. It is used by most academicians and practitioners alike as the number one criterion for evaluating the performance of organization, its success or failure. However, schools of administrative thought differ regarding the exact definition of the concept, though they all associate it with success in one form or another. This field study seeks to explore the meaning of this term as it is viewed by employees of public organizations, and the public itself in Saudi Arabia. And compares these views with the various definitions presented by the schools of administration. The study reveals that there are differences between the views held by employees of governmental organizations, and the public in determining the meaning of efficiency. The first group associates the term with good work relationships, good organization, and care, on the part of management, for work and the attitudes of employees. On the other hand, the public considers these conditions less important, and associates efficiency more with the quality of outputs and services delivered by public organizations.
